[General] Do I have to get market license and how much does it cost?

Hello:

Our team will be developing an Android app to be used within our service area and it is not available for public to download.
I am hoping that I am asking the right questions.
Is it necessary to get some sort of licensing from Google (Since it will be running within Android)?
How much for the licensing?
