Sometimes apps are labeled differently on the All Apps drawer compared to in the Play Store, so make sure you look at every app icon to make sure it isn't called something like "Touch" rather than "VIM." Also, make sure that you've looked at all of the drawer screens--you can swipe the screen to the left or right. Sorry if I'm being too elementary, but it's always a little hard to gauge a person's tech savvy on these forums.
If you still can't find it, go to the Google Play Store, tap Menu/My Apps and check your Installed list to confirm that the app is there. If it isn't, maybe there was some glitch the first time and it didn't install properly. Just try installing again if that's the case.
If all else fails, reboot the tablet (power down completely and then power up again)--this often helps in these kinds of situations.
